Introduction to Safe Operation Procedure:
1. Fully recognize the importance of safe operation of the thermal oil heater, establish and improve safety management systems, record the operation of the organic heat transfer heater in detail, and strictly prohibit unqualified personnel from operating independently.
2. Strengthen patrol inspections. Focus on checking the automatic venting of the expansion tank, thermal oil overflow, and leakage of thermal oil pipelines. Regularly test the physical and chemical indicators of the thermal oil to promptly understand changes in its quality and analyze the reasons for changes.
3. Equip the thermal oil heater room with appropriate fire extinguishing devices or equipment, and assign personnel to inspect and maintain them to ensure normal operation.
4. The user unit should establish an emergency plan for organic heat transfer heater accidents based on their characteristics and conduct drills. Strengthen safety management of the boiler room, and unauthorized personnel are not allowed to enter.
5. Each thermal oil heater user unit should apply for inspection to the municipal special equipment inspection center one month before the boiler inspection validity period expires, and shall not delay without reason. For boilers that are out of service or scrapped, the user unit should go through the out-of-service or cancellation procedures with the county quality and technical supervision bureau.
