The present invention relates to a tubular heat exchanger, comprising a first heat dissipation tube and a second heat dissipation tube. A pipe to be cooled is spirally wound around the outer wall of the second heat dissipation tube. The first heat dissipation tube surrounds the pipe to be cooled. Both ends of the first and second heat dissipation tubes are provided with first and second sealing rings made of plastic material, and first and second conduits inserted from outside into the first and second sealing rings. The first and second conduits extend into the first and second heat dissipation tubes to form interchangeable heat transfer medium inlets or outlets. In use, the heat transfer medium flows through the second heat dissipation tube and between the first heat dissipation tube and the pipe to be cooled. The tubular heat exchanger of the present invention has a simple structure, high heat exchange efficiency, and can meet different cooling requirements.
